This is another quest that becomes available to you
once you complete Echos of War.  This is a name we
have seen on of the datamined rings.

Birdemani of Forgotten Heroes (Burning Blade, US)

His fate is discovered from a random trash drop that the whole raid can
loot :

Afterwards, you are given a quest (forgot to screenshot it) to turn in 1
Blue Sapphire, 1 Arcanite Bar, 1 Frozen Rune and given the Ramaladni's Icy Grasp
as a reward.
